Mobile operators in Russia must unblock a blocked phone for free if all the necessary contractual obligations are fulfilled and there is no debt on the account. You need to contact your mobile service provider to get a unique code and unlock your phone.

Steps

Part 1 of 2: Unlocking your phone

1. 1 Dial the combination * # 06 # on the phone you want to unlock. The unique IMEI number of the phone will appear on the screen.
2. 2 Make a note of the IMEI number. When you call your carrier, you will need this IMEI number to unlock your phone.
3. 3 Contact your carrier's support team and tell them you want to unlock your phone. To unlock your phone for free, a company employee must first check your account status to make sure you are not in arrears. If there is a debt or any conditions under the agreement are not met, then you may be refused to unlock the phone. 4. 4 Provide your mobile operator with all the information you need to process your unlock request. You will need to introduce yourself, provide your contact information and provide a unique IMEI number for your phone. The mobile operator will contact the phone manufacturer directly to obtain the unlock code. For example, if you have a Samsung Galaxy S4 on the MTS network, an MTS employee will contact Samsung to get the unlock code.
5. 5 Wait for your mobile operator to provide you with the unlock code for your phone. Major cellular operators send the unlock code by email, but in some cases you may need to contact a customer service center.
6. 6 Follow your mobile operator's instructions to unlock your phone. Most likely, you will need to insert a SIM card from another operator and then enter the unlock code at the command line. Once the phone is unlocked, you can use SIM cards from any available mobile operator.

1. 1 If you have a debt and the operator refuses to unlock your phone, find out what you need to do in this case. Mobile service providers are required by law to unlock your phone for free if you have an active account and have fulfilled all the terms of the contract.
2. 2 If you have any problems with unlocking your phone for free with a mobile operator, contact the Society for the Protection of Consumer Rights to get an answer to all questions related to the provision of mobile services in the Russian Federation. You can also contact the following authorities: Rospotrebnadzor, Roskomnadzor and FAS.

3. 3 If you cannot unlock your phone, check with your service provider for the IMEI number again. This can happen if the operator provided the wrong IMEI number.
