Becoming an Internet Service Provider (ISP) is not easy. The biggest obstacle to becoming an ISP is the large amount of capital required for the necessary equipment and buildings. Network bandwidth, cooling and power are all resources to be planned.
To step
Find a suitable building to house the ISP's data center. Ideally, the building should have raised floors for the cables to pass through. 
Purchase and install UPS (uninterrupted power supply) units, a diesel generator and HVAC (heating, ventilation, air-conditioning) units. The UPS and diesel generators are needed when the normal power supply is interrupted by a power outage. The HVAC units are needed to keep the data center cool because the equipment an ISP uses generates heat that can damage equipment. 
Peering agreement with one or two upstream ISPs. Your ISP must have its own connection (s) to the internet through peering arrangements. 
Ideally, you should work with at least two suppliers. Most ISPs use more than 5 to ensure speed, connectivity and reliability. 
Buy your own hardware. Bol.com is a good place to shop. 
Purchase high-speed fiber optic lines from the local telecommunications authority to connect to the upstream internet service provider (s).
Buy, install and configure industrial routers, switches and computers. Don't go the cheap way with equipment, because then your customers will quickly and often complain about the slow performance of your ISP. All of this equipment forms the backbone of the ISP's network. 
If the ISP provides Internet DSL connectivity to consumers, set up a customer installation process where customer service requests are forwarded to the local telecommunications agency for a connection through the telephone system.
If the ISP | web hosting services, configure the computers to run as a virtual private server (VPS) so that customers in the data center can host their own websites in their own virtual session..
Warnings
- Make sure that sufficient capacity is available, especially with regard to network bandwidth, cooling and power. If the capacity is insufficient, the customers will complain.
