If you are building a city with a large population but no tall buildings, here are some tips to help you build skyscrapers.

Steps

1. 1 Focus on business districts. You will not have shopping skyscrapers until the office staff reaches at least 5,000 workers. Once you reach this mark, you will be able to build a stock market, followed by large buildings.
2. 2 Make sure your land is suitable for construction. A good profitable area should be removed from the industrial parts of the city and have several retail space nearby along with high land values. Also make sure the city is comfortable. This means there must be residential areas nearby so that it doesn't take a long time for Sims to get from home to downtown.
3. 3 Provide a good highway and motorway system. The freeway is a great solution as it can carry much more traffic than other roads. This is necessary if your city has residents who regularly travel to neighboring cities. For short distances within the city, avenues are perfect.
4. 4 Give the city enough energy and water. Make sure you have areas of high population density because high-rise buildings will not be able to develop in areas with low population density. You will also need high-tech industrial zones.
5. 5 Make sure taxes are not too high. Low taxes will bring less profit but attract more people.

• Highways, freeways, and avenues make it easier for Sims to get around, but they increase the need for offices and large companies, and thus high-rise buildings.
• Strengthen civil law and make sure crime rates are low.
• Make sure your city is attractive enough.
• Make sure the population density is high.
• Build business districts away from the industrial zones of the city.
• Remember that the population required to build a skyscraper is based not only on the population of your city, but also on the population of the region as a whole.
• Make sure every multi-storey building has access to public transport. When a city develops, traffic will grow, so skyscrapers will not develop.
• Use other transportation options besides roads: elevated railway, metro, monorail.

Warnings

• Skyscrapers can be built in all cities, but some require additional requirements. So, in big cities, more office workers will be required.
