This wikiHow teaches you how to Rock Smash in Pokémon FireRed. To reach One Island you have to beat the Cinnabar Island gym. In addition, you also have Surf needed to cross the deep water and reach Ember Spa.
To step
Go to One Island. You will not unlock the One Island location until you beat the Cinnabar Island gym. You can reach the island by ship. 
Go to the eastern end of the island via Kindle Road.
Surf north to the sandy beach. Keep in the same direction as you walk through the long grass until you reach another sandy area. Don't change direction until you come across a cave opening. 
Enter the cave. The name "Ember Spa" will appear in the top left corner of your screen. Follow the path that leads north, climb some stairs, then walk east to a man standing between two waterfalls. 
Talk to the man. He will give you the HM06, Rock Smash to give. With Rock Smash you can crush small, weathered boulders in your path.
