It is difficult to remove dried water stains from vehicles. The best way to avoid them is to prevent them from forming, that is, wipe them off before drying while they are still damp.
Steps
1 Always keep a clean, soft, dry cloth handy in your vehicle.
2 Wipe up any drips of water as soon as they appear.
3 If you notice a stain when it is dry or formed, rinse the area with fresh / clean water and wipe it off while it remains damp. A car wash or a mild detergent solution works well for removing stains. 
4 Start by washing your car with cool water, as you normally would. Rinse well. 
5 Wash again with white vinegar and water to remove wax and mineral deposits from the coating and glass. Rinse and finish off with good quality polish and wax.

- Never let soap or vinegar dry out.

Warnings
- Applying dish soap or vinegar will remove all the wax from the paint and leave the paint unprotected; you should re-wax your car every time you wash it using dishwashing detergent, or find a mild car wash to protect the paint.
- Never use stain removers, alcohol or any alcohol-based cleaners.
- Never use force to wipe dry spots.
- Do not use hard sponges or brushes for cleaning, they can scratch the paint.
